		<description>Nice recommendation vKT. As for the POTUS vs. PMO, I am unsure as to how much power the PMO of a minority government wields. I haven't seen anything in the media relating the PMO to the SAT-A decision (yet), but I suspect there was some horse-trading behind the scenes. I am a fan of the "House of Cards":http://www.imdb.com/title/tt0098825/ trilogy after all!</description>

		<description>Canada has something much stronger than a President - it has the PMO, which is unchecked by the legislative branch the way the POTUS is. 

There is no way that the Prime Minister's office was not calling the shots on the changes you describe.
