		<description>Transience!  Legal systems are forever changing their interpretations.  The latest ruling in Germany means the courts were mistaken in 2003 - the boundary has shifted and German governments now need the approval of parliament for more state functions.

Does this evolution make international groupings such as Nato and the European Union much less coherent?  Unlikely.  For example, we had differing views within the alliances on Britain&#039;s ownership of the Falklands - as a result soft power was not possible and war broke out.</description>
