Anyone know where this flag is from? No cheating!

Hint: contrary to what some may expect, it is neither a current nor historical flag of Japan, which has long had the rays of the sun on the flags of the imperial military and modern self-defense forces, but never on the national flag, unlike the nation-state noted above.
