In February of 1985, Ugo Vetere, the mayor of Rome, and Chedly Klibi, the mayor of Carthage, signed a symbolic treaty “officially” ending the Third Punic War (which had been supposedly extended by the lack of a peace treaty for more than 2100 years).

According to tunisian Law , only the President can conclude peace treaties with the agreement of the chamber of Deputies(people’s House). The president never signed the treaty and the Chamber of Deputy ( which is by law considered to be the same standing body since it’s creation in 814 B.C) never took a vote .
Even if we consider that the Mayor is the Defacto Consul of the City of Carthage and not the State of Carthage , the Chamber of Deputies still has to take a vote to Ratify the treaty. Thr ratification has to be made within 15 days from the signature of the treaty ( A Law still standing since the first 814 B.C/ The Third constitution 1957…)( Constitution of Carthage)
Therefore this treaty is considered Null and Void.
