I have previously complained about the seemingly listless navy personnel trapped in the current paradigm of COIN. Here is an article that proves that naval personnel can even have a role in a landlocked country:
Navy bomb defusers adapt to Afghanistan roads
Canadian navy divers are putting their underwater expertise to use along the sand roads of Afghanistan. Experts trained to defuse bombs underwater have been stationed in Afghanistan since early 2006, adapting their skills to combat the deadly roadside bombs commonly used by insurgents.
The IED problem is a difficult one. Looks like there is some thinking outside of the box bringing in the navy bomb handlers who commonly “use their demolition expertise to defuse unexploded ordinances left over from the Second World War.”

The Navy needs a smaller fleet that can operate on the rivers and coasts of the gap. It needs troop moving capability and increased ability to provide medical care to the gappers. At the same time, it has to still carry out its traditional mission of global trade facilitator.
