Liberia also used to be 45 minutes ahead or behind (I forget which) of GMT. This was in the 60s when my parents were there as PeaceCorps. I guess they switched to normal now. If Chavez has fixed Venezuelan time 4.5 hours behind GMT, that means he has shifted his clock a half-hour *forward*, not back. This is consistent with the stated rationale about morning daylight. You can confirm the direction of the recent time change at www.timeanddate.com/worldclock/ Since the Venezuelans are pretty close to the Equator, they don't experience the extreme seasonal variation in the length of the day which inspired the adoption of Daylight Savings Time. It does seem like a dumb gimmick. But I don't live there so I can't really say. Someone at the BBC is innumerate.
