		<description>India's on the half hour.  Liberia also used to be 45 minutes ahead or behind (I forget which) of GMT.  This was in the 60s when my parents were there as PeaceCorps.  I guess they switched to normal now.</description>

Since the Venezuelans are pretty close to the Equator, they don't experience the extreme seasonal variation in the length of the day which inspired the adoption of Daylight Savings Time.  It does seem like a dumb gimmick.  But I don't live there so I can't really say.</description>
