The US Navy's proposal is probably representative.  Robert Kaplan seems to complain that the Navy's “A Cooperative Strategy for 21st Century Seapower” will resonate with the public and a Democratic Congress.  This, he says, is a post-Iraq document, with &lt;b&gt;an emphasis on soft power.&lt;/b&gt;
