Kaplan is concentrating more on economic determinism (following Barnett?). He says that Japan have 117 warships compared with 44 in Britain, falling to 29 over the next few years. Moreover the US will also be unable to afford its huge military eventually.
A caller quizzed K on his apparent conversion - as the PNM recognises on the Leviathan/SysAdmin concept: "Probably the most important indicator of failure in this strategy would be signs that the world was no longer as willing to buy American sovereign debt."
