For American intelligence, I highly recommend Christopher Andrew's book "For the President's Eyes Only (hope this link works)":http://www.amazon.com/Presidents-Eyes-Only-Intelligence-Presidency/dp/0060921781 .

Other good books are "Between Silk and Cyanide", "Target Tokyo" about Richard Sorge's spy ring, "A Secret Life" by Benjamin Weiser about a Soviet spy for the US, "A Spy for All Seasons" by Duane Clarridge (take it with a grain of salt, but it's still a good book and very entertaining), "The Wizard's War"... many many good books on intelligence.
