Here it is: Angola sends 2500 ‘ninjas’ to Zimbabwe

Of course, we’re not talking about trained assasins from feudal Japan, but Angola’s paramilitary police, which are apparently named as such because of their “ferocity and black uniforms.” And the Ninjas are apparently sent on an “exchange program” to reinforce Zimbabwe’s police force (the force was recently 25,000 strong, but has faced mass resignations due to discontent with low pay and poor conditions, not to mention a split as some are even siding with the opposition).

As noted ten days ago, Zimbabwe is a complete mess and plenty of Western powers are being blunt in what they think of Mugabe’s authoritarian regime. But they know their limits, and as Mr. Blair recently said: “the solution to Zimbabwe ultimately will not come simply through the pressure applied by Britain. That pressure has got to be applied within Africa, in particular within the African Union.”

Yet what are the hopes for such proactive pressure when one of Africa’s toughest militaries are sending their quasi-military police force to shore up Mugabe’s hold on power?

Do they have black belts in beating up political opponents? Nothing like a karate chop to the neck of political opposition in the dead of night.

Indeed, I think that human rights violators hold something close to a majority in the AU. That, coupled with their total lack of resources, makes them an unlikely candidate to put proactive pressure on anyone. See their response to Darfur, which has been tangible (a start) but far from effective.

Just checked a world map; Angola doesn't share a border with Zimbabwe, but it is fairly close. How many refugees would Angola find itself having to absorb if Zimbabwe collapses?

Michael: a fair point, but the longer Mugabe stays in power, the greater the risk of Zimbabwe collapsing.

I wish I knew what Angola's motivations were. It could be a big "fuck you" to anti-Mugabe western governments who want to meddle in Africa, which Angola doesn't like it; or a similar vein of African solidarity. Or personal relationships between the leaders of the two countries; or payment or some other sort of barter. Regardless, Angola must think that this is in its national interest somehow -- I just don't see how.
