Well, a glance around the Chinese ‘net uncovered this:

Has Korean, Japanese and Chinese versions as well which appear to be far easier to read. They claim they have a direct email line from Shenyang to Pyongyang – assuming, of course, the person you want to talk to has an account with Silibank on the other end, and its probably limited to a trade company. So look for those cute foreign trade reps at the next Pyongyang International Trade Fair!
