The <a href="http://www.brusselsjournal.com/node/1077" rel="nofollow">Brussels Journal</a> has a pretty detailed look at the issue. Its funny they weren't requiring 55% when they were voting on their own new constitution. The U.S. should recognize it if it is 50% plus a single vote. This seems to be a backdoor way of slowing down EU membership. They are already trying to slow down Romania and Bulgaria. This may say more about the European Union than it does about Montenegro.
