Exactly, I wondered the same thing. That has got to be some of the most bone-headed nonsense I've ever read. I guess they had federal employees trying to learn how to handle "PR-spin" and other tricky blog-attack techniques . . .

Hey, if I was a government PR hack, I'd feel a lot more motivated if my work had a funky military operation name attached. ;)

There is something humorous in the notion that somehow they can respond to 'devastating attacks' - aren't they be definition 'devastating'? 1 : to bring to ruin or desolation by violent action 2 : to reduce to chaos, disorder, or helplessness (Merriam-Webster)
