Your impressions are quite correct, though I hope PACOM's recent push to improve the infrastructure there could help the island both in the short and long term. I enjoy it myself also, if you find a decent hotel (as I did with the "Sante Fe", its quite nice just lounging on the beach and enjoying the nice water and sun).
